get drunk have a lil party tell the ladies its ur bday and good times should follow

Rent a hotel room and have a party (Priceline.com for cheap)
Spa treatment at local beauty school then go out dancing
or sit a local hot spot for men.
Give him a Surprise Birthday Party..with family and friends and a Bar B Que and music..
Cheapest:If it is just you and the girls, get some junky food, a gooey cake, and rent tearjerker movies. Could so each others nails while watching. This is what we did at one of the better partys I ever went to. Have some inexpensive favors, like a tiarra,or angel wings. or a bride's veil, some cute dress up stuff. Just be silly. Try your local craft store for ideas.
If the guys are invited, same kind of food, put on some music, make a little space to dance.
Cheap: ask your local nail or hair salon if they will come to your house and do, or find a friend or neighbor who will come over. Do make-overs pretend you are at a spa. Serve some yummy spa food, decorate acordingly.
invite all your friends and watch 24 together, 1 full episode, thats right... 24 hours non stoppp....hahahaha.... that shoud be fun....
Save your money for another 2 years and have a blast on your 21th.
