You don`t need to drink to have a good time! (That`s a lie)
LOL, okay ummm, loud music, lots of pizza, try to put together some activities also that everyone can participate in, like some games or something. Twister?

Well, since you don't have a whole lot of time, make sure that you ask him what he wants. A lot of guys don't view their 16th birthday as a huge one, thats mainly girls. More often than not, guys will think that their 18th birthday is more important. But since you are already doing this last minute im assuming??? Why not make it simple, get a whole bunch of food (his favorite of course) and maybe a movies he likes? and if she's willing to pay for anything maybe take a group of his close friends to a movie and then go back home to eat and open gifts?

Indoor paintball.
Or moonlight bowling (with the black lights and all of that)
Have everybody bring cameras to capture the funny moments.
Ask that everybody dress a certain way (70's, 80's, 90's, whatever)

Invite girls ;)

I know guys.
