How many napkin holders/table decorations to make in a set?!

I would like to make a set of matching napkin holders and table decorations as a present for my mum. I was wondering how many items such as napkin holders, wine glass charms or tea light holders would make a good set for the table.

The minimum I shall make is four since thats how many people would usually sit round the table. But since my mum only normlly gets out napkins and table decorations at special occasions she would be likely to have guests.

Would anyone know how many items would be good for a set. SInce I am making each one by hand I cannot make loads but it would be good to have a number to work to.
