I did this for my daughters Sweet Sixteen - since to young to drink I made them this cocktail and they had with their cakes.

1 bottle white grape juice ( chilled )
1 2 liter ginger ale (chilled)

We severed it in champagne glasses. I made the ice cubes with the same mixture so when it melted it did not water it down.

You could have a fondue pot with chocolate and different fruits that could be dipped in it.

for most of the sweet sixteens I went to, we all basically just danced. If you could rent a hall and have everyone there that is always a lot of fun. It's your birthday so you can pick how you want everyone to dress, or if you want a theme, or even a certain color scheme. I once went to one where everyone was told to wear black and white and then the birthday girl wore red so she stood out. For mine, I had a hollywood theme so everything I had was black and gold and I asked everyone to dress up nicely. we didn't drink but I had champaign glasses and Iparty had a red carpet we rolled out and put cardboard cut outs of celebrities going down the isle and everyone loved taking pictures with them. I don't know if that would be cool anymore but pick something you like to do and make a theme out of it. for the favors I had M&Ms made with my sweet 16 on them and the center pieces were fake trophies. I couldn't spend a lot of money either but if you can shop right, you can go big for little money... Have fun!

It depends what you're in to.
Like if you're a girly girl then you could do a 'Barbie & Ken' party like Jessica Simpson was going to do. You could get everyone to dress up as a different Barbie/Ken e.g. Malibu Barbie, Surfer Ken, Horse Riding Barbie, Baseball player Ken...Just make it up really, the list is ENDLESS ;)
Or you could do a circus theme? Get people to dress up as clowns and stuff, maybe hire a candyfloss maker machine, put loads of balloons in a net and attach it to the ceiling and then at some point in the party cut the rope and let all the balloons fall.
Beach party? Go to the beach in the evening so that it's still light but put up a big tent/gazebo and BBQ and camp fire if you're allowed, portable music player, etc
OR
If there's no beach near you then rent out a hall or something, get one of those shallow paddling pools and a sandbox, and loads of inflatable things. potted palm trees? real coconuts with straws through or you can buy fake coconut cups that you can put drinks in. those little cocktail umbrellas. balloons! a pinata that is the shape of a sun that you can hang up somewhere. if there's windows and it's raining outside then get those 'scene covers' of a beach and cover them and the walls. Limbo! Hula skirts, hawaii shirts, leis (flower things that go round your neck) umm...
OR
go the opposite...
WINTER WONDERLAND?
fake snow, cold air conditioner, fairy lights, white walls, hot cocoa? marshmallows etc

Hope this helps...sorry i had more ideas on the beach party than the others (i had one like that for my 11th birthday but not that extreme)!

I kindaa want to be a party planner?:)
