Where can I throw a Paint Party in LA for my Sweet 16?!

In your own home.
You really don't want to throw paint around, someone will get hurt, get their eye poked out. Even water soluble paint is a mess to clean up, and it can kill grass, so your parents probably wouldn't go for partying on the lawn if you're throwing paint. Warehouse owners don't want paint all over, either. Yeah, I know I sound like a mom, I am a mom, but just being realistic. There aren't even many studios in LA for artists to rent because painting is messy (used to be more), and they aren't throwing around paint, while there are many photo and video studios to rent -- not messy.
How about if you have a bunch of black and white t-shirts and neon paint (brush and spray), long tables covered in white or kraft paper, and everyone paints in neon paint on the t-shirts and changes into them (even over their clothes) and you have black lights at the venue to make everyone glow. You can also have a big "wall" put up, like a gigantic screen, if you do it outside or at some venues. (We had one at a party that was probably about 30' long.) It's not that tough to do, someone who knows a bit about construction can do a temporary wall, then cover it in paper (black and white work), and all the guests can graffiti it with brushed on paint and spray paint. If you put paper or tarp on the ground, under the wall/screen, you can keep it clean. (Unless your friends do stuff like spray paint each other, not a great idea. You'll want adult supervision.)
If you do it at some venues, you can cover the walls with paper to paint on (and on the floor for protection) but you have to check with them to make sure they're OK with it. Teens + Spray Paint. You can do something like this inside / outside at your home (saves money), rent a venue, like a community center (look on Parks & Rec on city websites, like LA, Pasadena, etc), school (private schools often rent their gyms for dances), etc. Renting a venue will cost though. Also, have some glow sticks/necklaces, basic party food, music playing off of an ipod through big speakers (unless you want to pay $500+ for a DJ) This kind of party works best outside, because of the painting.
