It depends what you mean by a British-themed party. You could do the things you mentioned, but that would just be English, not British - why do people get so confused over those terms?
If you wanted to throw a British themed party you should have elements of other areas of Britain.
For Wales you could serve Bara Brith, Welsh rarebit or Cawl, and for Scotland haggis 'neeps and tatties.
But I'm guessing you don't.
I'm Welsh, my partner is Scottish.
You should have tea (even though no one will drink it given its an 18th :P ) and scones, you've got all our other food down to a T! Sausage butties are also quite common here :) hope this helps oh and get some beer mats

you could serve tea? we drink it a lot compared to other countries, i think
dessert ideas:
treacle tart
bakewell tart
ginger cake and custard (anything smothered in custard is generally english lol)
jam tarts?
scones (biscuits, you might call them) with cream and jam
spotted dick
jam roly poly
strawberries and cream
meal ideas:
cucumber sandwiches, cut into triangles lol
fish and chips
meat pie
shepherds pie
corn beef hash
english breakfast
bangers and mash (sausages and mash) with veg
cornish pasties
bacon butties
chip butties (lush with tomato sauce lol)
steak and kidney pie
jacket spuds
roast dinner (yorkshire pudding, veg, roast meat, roast potatoes, gravy)
if you need recipes for any of those, google will find you some great ones lol.
as for decs and stuff, union jacks sound great. what we get over here, you can probs get it over there, but in the summertime we can get bunting with red, white and blue flags on... quite often at village fairs and stuff.
if you need little snacky bits and pieces, cocktail sausages are good, as are sausage rolls, and if want to ice fairy cakes with the british flag... be my guest, lol.
