You know him better than anyone. What does he like? Bowling? Video games? You could have a bowling party at your local bowling lanes, invite his friends and have some food and cake. There are also arcade places where you can throw a party. Try to include his friends and an activity he likes then it will be fun!

How about paint ball, or Go Karting or wall climbing? Make it a mixed party, i.e., boys and girls, for added spice and fun. Then take the crowd to a pizzeria to pig out. Then take them to your place for more snacks and music, dancing, present exchange, etc., birthday cake. Finish up with videos of horror flicks, Avatar or whatever. Just give them a bit of breathing space, not too much, for the inevitable.
if he likes video games, provide those. also invite all his close friends, and girls. hes 16 so hes interested in them and it always makes the party more fun. also movies are good too and lots of food available for snacking while at the party. good luck!
