It's a party that is themed after drug fueled raves. Most of these things, such as glowsticks, house music, "cuddle puddles", sucking on candy, etc, are generally created to enhance the effects of club drugs, such as MDMA, cocaine, ketamine, and amphetamines (speed, meth).
