Put yourself as if you were going to one of your friends parties. What food would YOU like? Music? Activities? Dancing? The party won't be fun if YOU don't have fun too.

Staying home or going out?
Staying home: Have a party theme. If you really like ice-cream, buy everyone their own ice-cream tubs (or just buy a whole lot of gallon tubs and make everyone share. This is what id do-it saves money and is much easier)and put a table out filled with toppings and other stuff.
Going out: Rent a dance club and have it all to yourselves. Or you could go to the movies! Haha that would be one heck of a crowd! I don't know.... This is all I can think of.
Anyway, I hope you have a great party and happy birthday!

the key to a fun party is:
-good food
-beverages
-an open layout in the house so everyone can walk around and socialize
-cute decorations
-MUSIC (a must!)
-ice breaker games
-some goodies for your friends to take home

here is a list of games to play to help everyone loosen up:

If you are staying in, you can have music and dancing. You can play games. Watch movies. You will need snacks. This molten lava cake is a good idea. It's more like cupcakes, so you can use it as snacks. Just came across this video. Hope this helps.

Make a BBQ party at swimming pool is a good idea.
