add some white paint marks on the chairs and ceiling so u can make it look like a couple had a good time in there before you lol...
You could just do it at your house or if you really wan't to you could rent some where.
Of course you are going to need a balck light. Ask everyone to wear white. and you could get glow in the dark paint but don't get it on your clothes. You could also get tons of glow sticks. for decorating you could also take one of those big rolls of black paper and tape it up all of the room you are having it in and paint stuff on it with the glow in the dark paint.
you can just have music playing and food out. you know all that jazz.
