I would say yes. You've waited until well after lunch, but are early enough that people will still have time to enjoy the reception and make it to dinner at a reasonable time. You might want to consider having a few options for people who are diabetic or counting carbs...a veggie tray or deli meat selection.
No. People are coming for a celebration. Cake only will not do. hordeurvs might be nice. That might be because, more than likely, the wedding was around12:30. Most people won't think to run and get food it they don't know you will not be serving them anything. Receptions are normally longer that a couple of hours. So you will be literally sending people home hungry or they may not even stay because they are hungry.

Whatever fits into your budget is acceptable. From handling weddings, I know first hand that if you don't have cake, don't expect guests to mingle long! No pressure on you by any means. Do whatever you can afford. Cake at 2:00 is perfectly fine.
Is it also possible to serve some appetizers? Or at least some nuts and mints with the cake.
in all fairness its your wedding, no matter what people say its up to you how the cookie crumbles that day, but would I suggest it? no. you dont want a reason for those nasty aunts or cousins to be complaining or even leave.
