A trusted babysitter or a lesser restaurant that doesn't mind babies like olive garden or outback steakhouse.
Basing the answer as i think most guys wood.
1. All guys loved being cooked for, a restaurant has a very limited menu. But at home you can cook his favorites.
2. The advantage of being at home are far more obvious
3. You can always set up a nice place outside or inside to help set the mood.
4. If you can't cook, and your husband loves restaurant food. you can always run out, Collect all his favorites for a meal he will never forget.
5. if he enjoys alcohol you can always get him his favorites.
6. If you wanna suprise him a little, serve him his favorites in his favorite place. (AKA favorite chair, favorite bed, Favorite place.
A baby is not happy at a 'nice' restaurant and that makes other patrons not happy as well, so good choice on that aspect. And even an Olive Garden or other food chain doesn't make for a happy baby. I specifically recall attempts that never worked as well as trying to enjoy a meal with screaming kids at the next table. Unfortunately it does go well 95% of the time and the waitress suffers because we simply leave. So, for husband's birthday including baby, try a picnic in the park or at the zoo or the beach or lake (whatever is fun close by). Make his favorites and a great dessert. Baby goes to bed early, have a responsible babysitter and spend the rest of the night at a hotel with a bottle of champagne or wine and chocolate covered strawberries, ice cream and whip cream or whatever.
Call up the restaurant you wanted to take him to and explain the situation and order the meal to be picked up. Get out your best china, tablecloth, napkins, silverware, and stemware. Plate up the meals on your good china just like the restaurant would have done. Turn the lights down and light some candles, like taper candles, and have a romantic night at home. (Hopefully your son will sleep peacefully through all this!) And don't forget to dress up just as you would a fancy restaurant.
Sometimes you have to pass up the fancy things when babies are that young...you don't want to take him out with all the noise and germs late at night when he's better off at home. Why not invite another couple over and have a relaxed Fondue party?....meats, cheese, and chocolate. I'll give you a link:

Then you all can play cards or games that are fun together (have you tried that game Cranium? Check Amazon, it's on there). Make it one of his gifts, then you can play it. You don't always have to go out to have a good time....wait til the little guy is old enough to enjoy things with you.
