How and where to throw a great party?!

Question: How and where to throw a great party?

Kay so im 16, throwing a party for my best friend... We have guests, there will most likley be booze and tunes but where?? Where can we throw a party!? Not at either od our houses cuz neither of our parents would let us BOO, and we dont have $ to rent a place :( soo? Any suggestions? And how else do we make it fun?
