If you are on a budget then picking a simple theme can help while still being fun.

*Think black and white, not dress attire, but rather everything at the party including clothes are black and white or some other color combos.

* You can do a cake exchange instead of having a birthday cake where everyone has to bring a decorated cupcake and the birthday girl gets to pick a winner. Tell them not to label the cakes so you wont know who brought what. Then give a small prize such as a case of soda or something else your friends would enjoy.

* BBQ's can be fun for any age even teens. Let the guys do the cooking, just make sure they follow safety precautions. You can decorate outside with candles if you can't afford tiki lamps. Add some music and string some white christmas lights and/or streamers.
You don't have to have steak. Hotdogs are just fine and you could even have smores. You can get chocolate, graham crackers, and marshmallows at the dollar store.

*If weather is a consideration then a BBQ can still be done if you have a covered porch. Just eat inside and you can still decorate using tea light candles, these are cheap, in glass bowls from the dollar store.

I recently went to a 21st that was a Japanese Tea Party and everyone had to dress up and wear traditional make-up and we had dozens of types of hot and iced tea and traditional food it was amazing and such a good time.
But it isn't for everybody so good luck coming up with something. Happy Birthday!
