You might run into some permit issues. I know someone who sells water in the parking lot after concerts in the summer and makes tons of money doing it. Sometimes she has a permit and other times she doesn't and gets caught and fined....

I feel sure that people probably would buy from you at a park. The problem is you cant just open a stand in a park. you need a license to sell food and that is probably a lot more hassle then you are willing to put up with, and you can get in trouble if you try to forgo getting one.
If i could make a suggestion however I would try selling something (not chips and drinks) over craigslist. It is a great way to sell things without a license if you can find something that people like to buy and you can work at your own pace. Make sure that you meet in a safe place though.
