You didn't say if weather was nice where you live or not. If so, big picnic in the park..or beach, whichever. Games, water balloons, tug of war, frisbee throw, wet sponge football....have picnic foods, music.....even a bonfire is fun for your age group. Renting a cabin for a party is another idea. Outdoor movie idea....make a concession stand for the treats.
Bowling games...there's different ways to do it (google Funky Bowl and Bingo Bowl) to put a spin on the usual way of bowling. Can hang out at the alley and celebrate.
I think a fun pizza night would be fun... because it's 17, and you want to save your more awesomer parties for 18 and 21... So I don't know if you have a John's Incredible Pizza, or Dave & Busters or a place where you guy can eat and then have fun at the same place, kind of like a chuck e cheese for teens.
going to a teen night at a night club would probably be fun. or you can go on a mini vacation or something like that. hope it helped :)
