Or Just Do A Sleepover & Movie.
Depends if it has to be a party or if you could go out.

-Some clubs/halls hire out for 16ths
-Fancy dress party
-Sleepover and movie night
Goingout/fun things to do:
-Paintballing
-Cinema
-Bowling is good with lots of people
-Ice skating
-Thorpe park or other
