21st birthday surprise?!
Otherwise, I'm thinking of having a small sampler bar of drinks he might like (going fruity is probably the safest). Or doing the opposite and having some normally alcoholic drinks be virgin style.
Do you have any ideas on what to do, or possibly some drink recommendations?
(I'm not yet 21, so getting drinks will be harder but manageable)

Do not give individual drinks. Instead, make a whole pot of
mixed tequilla with lots of juice...it is rather juice with a bit
of tequilla to give flavor. To find out what other choices of
mixed drinks...with lots of fruit flavor you can offer...just
google "mixed drinks" and you will choose one or two ....Good
luck.

have a vegas themed party! that's what we did for my sisters 21st birthday! it was way fun! there was lots of food (and drinking) and cake and we had a dealer come and do gambling. it was super fun, you just have to have the right decorations, food, drinks, and people there.

However in our version we put a roman flare in the bottle and bring it slowly through the crowd and everyone starts cheering / watching Great fun. -Stage? Dressing Up? Both are a very very good idea makes it really special and you will have tons more fun. Dressing up can be really simple (eg just accessories like hats & shades and anything period works very well here. Or just very glam/sexy/vampish!).
