a big syringe and a needle worked for me. the white top is difficult to remove there is a possibility to damage the glass bottle.
You should be able to pry it out, or grab it with pliers and pull it out.
What are you going to refill it with? If you have the ability to put Whiskey in there why not just buy a new bottle of Johnny Walker and empty it to the point your dad's bottle was at?
If you're going to put something other than Whiskey in there then you're going to get busted anyway, so don't waste the effort.
