I loved all of Tasha's ideas I just wanted to add a couple of my own.
For Hispanics at least, a 15's aka quincaneras are a big deal, In American culture the 16's are a big deal only sometimes the parents just don't have the money to go all out for a birthday.
The big questions are where is this taking place "like" what type of climate? I ask because October can be anywhere from freezing outside to hot depending on where you live. The next question is what type of budget are you working with? Are we talking like$100, $200 $500, $1,000 or more?
I definitely know that you can do a kick *** party for a few hundred dollars.
there are so many great & fun ideas for diy parties.
I think first you should pick a theme though because, themes are so much fun and it seems to be easier to plan a party with a theme. You could always go with a halloween themed party or a masquerade or just a formal party with masks or just a formal party with a certain decor theme.
Either way check out the links I posted there are some good ideas for inspiring some creativity.
NOTE: that the tents come in all shapes, sizes, and colors, and some are even cheaper than the ones I suggested.
Martha stewart [dot] com has tons and tons of diy party decor ideas and some of them include making some cool *** hel paper chandeliers and coffee filter pom pom swags that are killer, alls you need to do is get some hanging light cords that are super cheap at the hardware store and you have a killer tent party.

I am actually throwing my little cousin a sweet 16 since she did not get a quince and that is what I am going to do. I am going to buy a Medium sized tent. decorate the table with some bright purple and hot pink vinyl table cloth covers "which I can buy a huge roll of at the party store for $10.00"
I am going to use that same vinyl to drape like swags and line the inside of the tent. I am going to make some paper chandeliers and coat the paper with glitter, hang them from the draped cealing with a light cord and it will look like a real chandelier or worst case scenario if I dont have access to a power source I can use battery operated candles from the dollar store.
I will buy nice glass vases at wal mart or the dollar store for super cheap and either fill them with flowers and bling jewels"also from the craft store" or I will glue a bunch of rinestones to the glass and put either flowers or feathers and branches or something in them.
You can get nice plastic dishes at the party store in your color scheme for a descent price or just go to walmart and buy a box of reall dishes for like $45.00 and use those.
With that same roll of vinyl you can also cover chairs and just use ribbon to tie across the backs to hold in place. Get a box of cheap crystal glasses like wine or martini glasses from ikea or the dollar store. Get cheap food like pizza and stuff,
jam out to some music have a corner with a tall table covered in that vinyl stuff and make it look like a bar behind it you can have one of the guys play bartender and just hide the coolers of drinks and ice behind the bar. At the dollar store they sell those push night lights well you can stick a few of them under the tables so it looks like they are glowing. you can buy awhats called a party box and it should have a mini black light a mini strobe light a mini red swirling light and a rotating light up disco light up ball. I think I saw one at spencers.
I am going to stop now because I just could go on and on I have so many Ideas.

I have nooo idea what you like or dislike.. or how much you want to spend but here are acouple of ideas (:
- Go out for dinner in the city, take a bunch of friends and go to the city for a fancy dinner out. you can go to a restaraunt where you are all able to dress up a bit!
- Masquerade parties are very popular. Give out a mask with your invitations (plain white and different shapes) and get the guests to decorate them and dress accordingly when they come to the party. this could be held in a hall with lots of people or in your house with acouple friends!
- Era Party! 80's or 50's are probably your best choices! Decorate wherever your having your party and expect everyone to be in costume! You can have lots of fun with decorations and music!
- Winterwonderland is typical, try an autumn wonderland? You can decoratae with [fake] leaves and branches and even ask guests to wear fall colours.
- Bowling party (typical but still loottssss of fun)
- Ice Skating (most rinks can be rented out for acouple of hours) finish with some hot chocolate and a barbbeque.
- Black and white with a pop of ________. Guests can wear black and white with a colour of your choice! Decorate everything! It can be something funkier like zebra print or just black and white fabric! You, as the guest of honour, can be in a coloured dress!
- Rainbow Party? If your really into bright colours ask everyone to wear some solid neon clothes! For a fun picture for your scrapbook get yourselves into colour order! You could also do a glow-in-the-dark dance floor!

October lends itself to lots of good ideas...

--Halloween themed costume party
--have a hayride/bonfire type party if you have a good place. Hotdogs/smores on the fire, pumpkin carving/painting, serve candied apples, have glow sticks, maybe even rent a moonwalk like when you were kids, etc.
--Twilight themed party would be extra cool during Halloween time. You can google tons of great ideas for this, it's more dramatic and would be a great 16th party I think if you don't have room or aren't the outdoor type]



Here's what i would do : Rent a house ( somewhere far from the city ), get some serious audio equipment there, get a bunch of friends and A LOT of beer. Then you should party like there is no tommorow. ;)

Since you're a fall baby...Have a fall festival themed bday party. Or either a Halloween theme or a Carnival theme.



If you haven't already. Then get a huge group and go ice skating. So fun especially watching the ones who can't skate fall all over the place LOL.
