Do a mix of both Halloween and a sweet 16. a masquerade party. save your money for "A teen is eighteen!" party.
First of you should start off with a theme: Sweet 16! Of course! Then go from there and do your research. To make it cheaper have your party at your home instead of renting an expensive rental. OrientalTrading.com is a great place to get a good amount of Sweet 16 items. I shop on this site all the time and their prices are reasonable, they always have sales, and shipping is extremely cheap or sometimes free depending how much you spend. Make your own cake or have a family member do it for you, so you don't spend a fortune at a bakery. Walmart, Dollar Tree, and other small convient stores are great to get the food, decorations, and much more. FOOD:stuff that ppl can eat with their hands like popcorn,chips 'n' dip, jelly's crisps etc
DRINKS:punch, frizzy stuff u can serve these in plastic cups ! <very cheap>
DECORATIONS:colorful streamers,colorful balloons
GAMES:like cause u r turing 16 u can do stuff like spin the bottle 7 Min's in heaven<LOL stuff like that

October is a great time for a bon fire party. Roast marshmallows and make smores. Play BAG-O and listen to music.
first off, pick a FREE location. the park (it will still be warm enough, probably, depending on where you live), your house, or a friend's house. Or like the person above said, church basement or community center if those places are free.
two, INVITE FEWER people. everyone seems to want to have a huge blowout party and invite everyone they know and impress everybody. but really, all the people you need are your close friends. the people who love you. you aren't going to remember who else came anyway. SMALL doesn't mean DULL. a small intimate group can be totally fun. ((and bonus, you will save on food, and it won't matter if your cheap location is a bit small))
three, MUSIC. get some great music for sure. plug in your ipod, turn on a popular radio station, or pull up Pandora (free radio station online, no commercials). That way there are no awkward silences, and music can be a good conversation starter, and it just puts everyone in a party mood :)
four, DRINKS. get two liters and cups, or like packets of Kool Aide/Lemonade. Two liters and plastic cups is a much cheaper route than canned drinks
five, FOOD. whatever you do, just do it from the grocery store. have your party in the afternoon, and that way you can just do some finger foods and not have to put together a whole meal. maybe do like, pizza rolls, chips, fruit, candy, popcorn, or some kind of other freezer section appetizers. also I agree, make your own cake. soooo much cheaper, and they are really yummier anyway
six, DECORATIONS. get a bag of balloons and blow them up. Done. instant party for $1.50. If you really want to go all out, add in a couple rolls of crepe paper and a colored plastic table cloth, and you're done for about $5.
seven, ENTERTAINMENT. board games and movies...cheap, fun, everyone likes them. other ideas are Wii, karaoke, DDR, or RockBand, if you have any of these. also, don't be afraid to ask one of your friends to bring theirs if you know they have one.
eight, PARTY FAVORS. don't. trust me.
nine, PAPER PRODUCTS. plates, napkins, cups, plastic ware--get the cheap-ish stuff, like from the picnic stuff aisle. all the themed products are fun, sure...but in the end you throw them away one way or other. you can get plain colored products for much cheaper.
