Yes, that sounds pretty awesome--especially if you get a DJ. When I was 12, my friend's older brother (who was 14-ish) had a party in their backyard, and I was CONVINCED that he and his friends were the coolest kids ever, lol. Anyway, I think you should go with it--and the wearing white thing is cool, too. I just graduated college recently, and so-called "Wear White" parties were super popular. At ours (which were indoors), we'd get a black light and people would write on eachother with highlighters, and it'd glow in the dark room. :)

Sounds cute. Wearing white might be a little over the top, but if that's what you like then go with it.

If you're willing to go more whacky-fun: Colored Water Balloon Fight.

Get everyone to wear something white but old (so they can just throw it out after the fight). Put different food color in the balloons. You can even match the color to the balloon then assign different colors for each team. Or do a battle of the sexes and have guys vs. girls. Just make sure you wear an extra tank top or something under any white t-shirts. It looks slutty if you don't (especially since you planned the party and know what's going on).

Sounds good to me, go for it. Having everyone dressed in white is cool, but you could also have a theme party where each guest has to dress up as something starting with the third letter of their name. If you do go with the white party, you could serve really cool mocktails and stuff.

Sounds way better than any 13th party I ever went to, all I did for mine was go glow bowling.
