I'm getting silly bandz for party favors, but don't wanna spend that much for 10 different packs, so how many bands should i give for each person??
any other party favor ideas for a 15th birthday??

Go to the Dollar Store to purchase bands.
Maybe 3-5 bands, candies, hairpins, earrings

If the party isn't too near, you should consider going on eBay to order the bands. You can buy large quantities, and tons of styles for fairly cheap.

Otherwise - maybe 5 bands, mixed with candy and other things?
