Im trying to design my sweet 16 invitations.. i have a picutre i want to use.. whats a website ( preferably free..) to make invitations?

Are you wanting to email the invitations or print and mail them? If you want to create online invitations, the best site I know of is Evite.com. They recently updated the online invitation maker, and you can upload your own photo to use. Plus, they have a specific section for birthday milestones like Sweet 16; some are super cute. If you'd rather print and mail invitations, you still might be able to use Evite to design your cards and then print them from the website. I don't know how well that would work though - never tried it.
