How to throw my cousin the best Sweet Sixteen?!

Question: How to throw my cousin the best Sweet Sixteen?
Her parents are rich, they are willing to spend anything. They said "NO" to her, but "YES" to me throwing her a surprise. 2 weeks ago, her parents asked to write a list of people she may want to invite. 500 people. Then they took the list and said "NO" to the party.

We are in the same grade, we have a group of friends. We have 4 close girlfriends. Our guy friends are busy this summer! Her parents told her during spring break, she can choose any place to take us. She wants to take us to Paris. That is part of the gift..

But what should her party theme be? We would probably invite all 500 people in her backyard since it is big, or the bowling alley.. please help on the gifts, themes and goody bags and food!!

well, if you wanted you could clear out the largest room in the house and have a dance party in there, or have it in the backyard at night, for a room you could get strobe lights and cool lighting like that and some good music going, for the backyard you could decorate it in white christmas lights, paper lanterns, all sorts of cool lighting and again get some good music playing, you could get a really good stereo system with an ipod hookup and create a huge dance playlist or get a dj, get a huge cake, some other desserts like mousse or brownies or pies and a ton of cupcakes, like the girl above said you could make mocktails just look some recipes up online, waters, sodas, you could get a giant jumper set up that people can jump in, a ton of decorations like streamers balloons, get some nice tables set up with nice tablecloths and table toppers and stuff so people can sit down and eat when they want, just make sure to not get cheesy decorations, if you want a theme you could do masquerade, everyone would dress nicely and masks, you could have a mask and dress prepared for her...theres a ton of cool stuff you could do

um "16 is the new 21" is a good idea you can have non-alcoholic cocktails yumm! and have a d.j etc
