Answers:

It is easy to start off with a theme that you could plan the entire party around. Choose your favorite thing to do, color, movie, etc. From that you can get the invitations, food, decorations, goody bags, and games/activities. Places to check out are orientaltrading.com, partypro.com, birthdayexpress.com, birthdaydirect.com, ustoy.com, pinatas.com, partycheap.com, partysuppliesworld.com, partycelebration.com, and partymakerdiscountmegastore.com, walmart, target, dollar tree, etc. All of these places that I listed I have used for past parties and previous like my 18th. They are affordable and reasonable priced products. Most of them you don't have to pay shipping if you spend like 50 dollars which gets you a lot of things. Because your house isn't that big have it at a local bowling alley, laser tag, a mall, your favorite restaurant, or the park. Maybe even have it at a family or friends house which you don't have to spend money to rent anything. Saves you a lot of money. Whatever you do remember it's your day and have fun!!! HAPPY BIRTHDAY!!!!

You can organize a Mall scavenger hunt birthday and celebrate in the food court afterwards--guests can either have a camera to take pics of the tasks required and maybe a few dollars. Set a time limit and make some things to do relating to Halloween. (Ideas for lists are online when you google them). Your mom can sit and wait for you and keep watch on the presents, balloons and prizes. Parents can drop the guests off and pick them up and you don't have to worry about transporting anyone.

Another idea is to google up the places in your area that are having haunted hayrides and houses....they do this during October on the weekends. Celebrate with an ice cream cake, etc at a local restaurant afterwards...

or do a skating party with food and beverages and hold your party there.
