Hollywood birthday party ideas?!
I need some inexpensive, but not cheap looking, decorating and food ideas. I don't have a lot of money, so if it's something that I can make or buy cheaply, that would be great!

I agree with the above answer for food. Canapes different types of Canapes for Hor'dourves. For decoration you can cover the wall with black plastic rolls sounds kind of tacky but if you can tuck it in neatly it can look nice. Mymother in law did this and it was a GREAT hit!! If you have some extra cash you can rent round tall bar tables. I don't think it's that expensive but you can have black table clothes with bowl of nuts as centerpiece. Then you can buy the BIG GOLD cardboard stars from Michaels or arts and crafts store ($0.20ea) and write stars names and tape it to the floor.
Lots of canapes instead of a sit down meal,plenty of recipes on the net, and cocktails and martinis as well as Californian wine.
