if you conduct one in your home nobody can prevent or shout against it
One needs to obtain license to serve liquor in parties. But on October 2 being a National holiday in India, even L-20 / L-49A licenses are not granted. These are special temporary licenses granted for service of liquor in parties/functions. These licenses may however, be granted on other dry days.
It may be clarified that there is no ban for service of liquor by anyone at his residence provided the liquor served is authorized and is within the permissible limits.

Depends where you are, based on local law and customs. You certainly can in the United States, provided everybody served is of age to drink.
October 2 is Gandhi Jayanti (Gandhi's Birthday, a National Holiday) in India, and by tradition if not law alcohol is neither sold nor consumed on that day in his honor. (You originally posted this in the India forum.) Some Indian states are dry, and outlaw alcohol on all days.
You might be able to get away with it, but having an alcoholic party on October 2 in India is likely to offend someone. "Can" is not the same as "should."
It is permissible if you do it in the privacy of your house and ensure there is no nuisance involved. But it is best if you abstain from alcohol on that day. If there is any nuisance created, the matter will be blown out of proportion.
As long as you and everyone in the party that drinks is 21 years old or older, and if someone gets too drunk, drives away and kills someone it is your fault for letting them drink too much and not sending them home in a taxi or by a designated driver.
