I want to have a low cost small birthday party how can I make this work?!

Simple. Invite people over for dinner and birthday cake and to watch the birthday person open the cards and presents. Decorate the house with balloons and coloured paper and stuff, buy a few silly paper hats at the dollar store. The celebration has to do with friends and relatives recognizing the occurrence of birthday itself, not the cost of the entertainment and food.
i agree with KAREN...completly...just have a simple dinner party with cake and small decorations around the house baloons,streamer,small games..etc....you can have a simple pinata in the backyard as well...and little goodie bag's...they have plenty of party decorations and nick-nack's at the dollar stores...and you can bake and decorate your own cake or cupcake's it'll be cheaper...well hope ive given some help...good luck

Make your own cake or cupcakes. And even cookies too.
