Sleep over with all her friends. Tell them to bring there own pillow and sleeping bag and they can all sleep together in the living room. They can all bring dvds and wii games if you have a wii. You can order pizza or you can buy in your own bases and buy loads of different toppings and they can do their own pizza which would be fun. You can do the same with ice cream and buy a couple of different sauces and different sweets and chocolate. You can do a chocolate fondue and do some chocolate/fruit kebabs.
Just buy some bags of crisps and sweets and some fizzy pop and that's all you need food wise. They can watch movies, play games, and eat. Also you can ask them to bring nail varnish and makeup and if you have some hair straighteners and curlers they can do each others hair.
Also i suggest you get a pinata and fill it full of sweets cheap jewelry from primark, bobbles, hair clips, mini body sprays also a good one is the small sachets of hair dyes that wash out a day later, glow sticks and mud masks which would be really good.
If you have a karaoke machine or a game like that, that would be a good thing to do.
This all could be done cheaply you can get the sweets and bits for the pinata from the pound shops also buying supermarkets own things for the pizza, like value ice cream and cheap sweets, value chocolate for the fondue. Also you could ask the guests to contribute ask one to bring a couple bottles of pop someone sweets someone chocolate.
This is basically what i did when i was twelve, and i still do it now and im 18 next year. Its really fun :)
Hope this helps :)
