I'm throwing a surprise 16th birthday party HELP!!!?!

Question: I'm throwing a surprise 16th birthday party HELP!!!?
So my friend is turning 16. and unlike the rest of the world she and I aren't into throwing huge extravagant it's all about me 16th birthday parties. however I would still like to throw her a fairly good sized party however I CANNOT spend more then 100 dollars on the whole thing. it's in march and i know that's a long time away but i like to get these things figured out
so she has always wanted to have a masquerade just to dress up and have fun. and I'm all for doing that problem is is that our church has dances every month so for us to throw a masquerade would just be a costume party mixed with a dance and therefor wouldn't be a new thing and would wind up being pretty boring. so I need other ideas on what to do. I can figure out all the other technicalities. venue, music, food, etc...however I'm not opposed to new ideas. the things I need help with the most are other activities so pretend like you're coming to this party what would you like to do? just type anything that comes to mind. her mother and I are pretty creative so we could use ideas combine them and mold them to how we'd like but I just need some sort of start cause I have no idea what kids like doing the most....cause I'm a little strange. your ideas are VERY much appreciated! thank you!!

I think with only spending $100, trying to find a venue and food, etc would be difficult. Why don't you have a big sleepover with all great teen movies: 16 Candles, Breakfast Club, Pretty in Pink (all the great John Hughes movies). You can pop popcorn and get a bunch of candy and soda. Make root beer floats and stay up all night watching movies. You can decorate your house with her favorite color balloons and streamers. Going with the masquerade theme you can all dress in goofy PJ's and the winner gets a gift certificate to Blockbuster. You can also do a scavenger hunt for the birthday girl, list a bunch of places (not naming them, just using clues) and each place has the clue to the next place. When she gets to the end you can all be waiting to surprise her at your house ready to have a sleep over. Hope this helps...

Do an afternoon tea masquerade party and dance and play music from your ipods, make up non alcoholic punch, finger sandwiches, crisps, lollies, cupcakes, sausage rolls, party pies.
Take funny photos behind a large picture frame wearing different hand made masks which can be decorated with different sorts of odds and ends that you can find at home.
