I think anything that will make you feel better in the eyes of relatives, guests.
Second choice is anything that the older children are going to relate to that
won't spook the one year olds. Depends what your real motive is, I think.

Seriously, He's not going to remember his 1st birthday for very long,
so anything nice would do. What's nice for a one year old would be the
best thing. For example no balloon popping. No pets biting, etc.
No harassment by older children.

I remember from age two or so but not from 1 year old.

My memories from two or so and what was traumatic for me
neighbours kids punching me as a toddler.
(also family arguments over money, family violence and arguments).
I am 47.

A big thing for you or him? I mean what "big thing" exactly can a 1 year old do? I'm not trying to be snarky but I've seen enough first year parties to know that the kid will be tantruming while the mom runs around wishing she could do the same.

IDK, I think free range of the cake is about as exciting as it gets for the 1 year old. For everyone else maybe a bounce house or a clown or whatever. Just don't expect the baby is going to be impressed.

He won't remember though so I would keep it small. Just family
