its for my best friend...he/she cant have a birthday party now. his/her family has been going through a hard time. his/her bday was in august

It was nice of you to be sensitive to timing issues. Just throw a regular party! The surprise will be even more likely since the birthday is past.

Lots of food, music. Maybe have parents drive kids to your party and leave so no cars are in the front, then your friend shows up and get a big surprise!
