hope this helps there are loads of ways to do your decs yourself if you want to save a little money and have complete control
ie just buying plain table cloths and then buying some little glitter decs that you can get from most card shops and balloons

Why don't you try one of the cheap shops like Poundstretcher or poundland for your decorations? They usually have them really cheap.
As far as a venue goes, ask your friends or their parents (you dont say how old you are) where they would recommend, they have probably been to a few parties in your area and are the best to ask.
I suggest good lighting, good music and if it is for teens, a few responsible adults discretely tucked in the corners and on the door so it doesn't get out of hand and get ruined by some drunk idiots gatecrashing.
EDIT: Believe me, when you have 50 more people than you planned turn up, all pissed, wrecking the place, starting fights with your friends THEN you will wish you had adults there. I work in a club and have witnessed many a girl crying on her birthday because it all went so badly wrong. THEN they had to explain to their parents why the club was demanding hundreds of pounds compensation and why their friends were in hospital. Think about it.
I'm not familiar with UK venues, but for decorations and favors, try www.orientaltrading.com. (I think that's it, google Oriental Trading Company.) It's a safe site, I've ordered from them before. They have some really cool stuff.
