I like how you want to twist things up and do a second theme. The thing that comes to mind here for both the Twilight and Paris themes is candles. Lots! Just be careful that you use unscented or else the smells of the food, the candles, everyone's perfume and cologne will just get too much.

You can setup little tables bistro style (little cafe tables meant for outdoors, they are usually wrought iron) serving 3-4 people at each table for meals or even set up your appetizer/buffet tables that way if it isn't a sit down meal.

I think costumes would be cool or have a face painter (or a few) set up at the very beginning of the party and they can do really elegant masquerade-like designs on faces...werewolves and vampires only stylized to look really romantic.

If you do face-painting, you can have music going, this is early when people are showing up, getting food, mingling...watching each other get made up...then when everyone has arrived and they are looking their most ooky fabulous...the party can get started.

AND hand out plenty of plastic fangs!

Goodie bags are full of "evil repellents": get some inexpensive styles of cross necklaces (from Claire's or whatever, unisex) and maybe a homemade garlic seasoning blend in a pretty bottle with a cork stopper (from a craft store and get a recipe to make the spice blend). Also maybe a flash drive with mp3 copies of the music played at the party. They can use it, copy it to their iPod, add to it, or erase it and use it for their own purposes. Flash drives are pretty cheap now, just get a 1G or 2G sized one. The music is really just a copy and paste play list from your own computer. You can customize a flash drive in about a minute.

I don't know how all this fits in your budget...some is pretty over the top but any or all will be cool in my opinion.

tell every1 to dress up as a vampire or one of the twiliqht characters. make sure the drinks r red nd the cookies or cake or watever is vampire themed [fanqs,blood,qarlic,crosses].make u nd ur vips dress in red like the volturi...
if u can afford it qet some cool liqhts that r red or any other color that relates 2 vampires.on the walls u can attach baloons that say bite me or i love vampires or somethinq like that. if u want put on ur walls some twiliqht posters. thats all i qot.... have funnn :)
