I think the frist poster is confused. I take it to mean Carnival more like a mardi gras type event not "A traveliing carnival" like the one that comes to town once a year.

Look into different places that have Carnival, and see what they have for food that could be a good finger food that is minimal mess.

At my prom we only had small finger sandwiches & sodas=(
Take into consideration everyone will be dressed to impress, so no one wants messy things to eat!
Here are some ideas:

Finger sandwiches=Tuna/Chicken Salad/Ham&Cheese/Turkey
Meatballs/Smoked Weenies(add toothpicks in each one, so it'll be easier to pick up & eat)
Fried Chicken wings
Pigs n' Blanket (neat, good & NOT messy)
Fruit Tray
Cookie Tray
Punch/Water

Caramel Apple Pie
Candy Apples
Mini corn dogs
Waffle Fries
Popcorn
Hot dogs (of course)
