Follow John's advice but place the outer cup into the hot water, base down, so that the inner cup is not affected by the water.
Have you tried soaking them for a few minutes in very hot water?
The tiny amount of expansion may help release them - this used to work with pint glasses when I worked in a bar in Nottingham
