Answers:

I always thought that was a beautiful theme with the colors of the sea...(the movie Nemo comes to mind ;).....aqua tablecloths with green streamers hanging for seaweed....wall murals....sea glass (from dollar store in bags of stones) hot glued onto a piece of slate to serve "wrapped" appetizers (like in puff pastry)..or if not slate, a melamine plate--careful, it might be heavy). Serve things like shrimp...shrimp cocktail, coconut shrimp, puff pastry wrapped shrimp>>

Sea Shell Surprise: (basically Mac&Cheese):Sea Shell Surprise: Boil 16-oz sea SHELL pasta in pot for five minutes. Then drain, and put it in baking dish. Whisk together 2 eggs and 2 cups of milk. Add 2 tbsp melted butter and 2 1/2 cups shredded cheese to egg mixture, then mix well.
Pour the mixture over the pasta. Sprinkle with salt and pepper. Bake uncovered at 350°F for 30-40 minutes, or until the top turns brown. (Cover with foil for last 10 minutes to avoid scorching.)
Goldfish Party Mix: Goldfish Party Mix: Put 3 cups of Chex cereal, 3 cups of goldfish crackers, 1 cup of pretzel sticks, and 1 cup of peanuts in a large bowl. Pour 1/2 cup of melted margarine over the top and mix well. Place the mixture in a baking dish. Microwave uncovered on high for two minutes.
Sprinkle 4 tbsp of grated parmesan cheese over the mixture. Stir well. Microwave on high for three more minutes. Stir once halfway through cooking time. Let stand for five minutes until crispy.

If you check around thrift shops, you can find vintage lobster and starfish jello molds. You can also do mini sea creatures candies in molds (order online for those if you can't find in stores).

Fill the party floor with oceans of different blues in balloons....have all clear ones floating to the ceiling for bubbles. Collect all kinds of oceanic things....kid's sand pail sets have lots of things to use.

For centerpiece idea: clear vases in square or round, fill bottom with either stones or sea glass, place a flower in it, float a tea light...see idea here:

or take a large round glass vase, fill bottom with sand, have tall grass (plastic) in it, have fake fish swimming....

Invites:
"It's magical...it's mystical...
and all that's in between ~
You're "o-FISH-ally" invited to
my "Under the Sea" Sweet Sixteen!"

Do as "messages-in-bottles." Simply fill clear plastic bottles with sand, mini sea shells, glitter, etc. Write your invitations on parchment paper, then roll them into scrolls, and insert invitations into bottles.

For favors: order online little aluminum buckets (like sand pails) and fill with those chocolate and white homemade sea creatures candy, some salt water taffy and wrap up with an aqua bow.
