Answers: I would say it would depend up on your local resources, what's in your area and what your tastes are.
There is no limit to what you can do except your pocketbook and imagination.
Though these are not what I'd call elegant, there sure were lots of fun and the birthday guest of honor had a blast.
We had a surprise 21st birthday at a Texas Roadhouse. Rented the place during an evening it was normally closed so the cost was nominal. We had two staff members there and provided volunteer reinfocements to keep things moving and working smoothly. Buffet Catering. We had music and karaoke and dancing and pool tables for all to use and started the night with jello shooters all the way around, and glow in the dark straws and necklaces. Just about as tacky and fun oriented as you can get in roadhouse! The kids had a ball. We had candles in our thank you bag.
Another occasion, we rented a very large lake party boat and went with a Hawaiian theme. This was also a surprise. Also catered. We set various areas of boat into 'stations' so there was food here, conversation seating areas over there, a bar area, coffee bar, dessert station, dj and dancing on the top deck. No shortage of supplies for decorating. Floral displays on all tables, lei's for all, everyone got a program of the evening's events. We also had karaoke here and a prize for the winner, we had a guest of honor trivia contest - 10 questions regarding the guest and the person that got them all correct was a winner, etc. Everyone's picture was taken with a 6' theme decorated monkey when they arrived and this was put in a guest book that was passed person to person for them to add their birthday wishes. It was a beautiful night out on the lake dancing with mini lights all over the top deck... loads of fun. Our thank you bag was hawaiian antennea toppers and magnet pic frames.
lf it's a small party you can do hot air balloon rides, if you like the opera everyone dress up and do the limo thing with dinner at an elegant restaurant and then the opera. If you're into the Casino thing, how about a trip to Vegas? What about the short cruises out of CA? Though I wouldn't call the short cruises elegant, they're usually just to Mexico and are more a party barge, but there are plenty of other cruises that 21 year olds can take out of San Diego or LA that would offer things on a greater scale. Or you can do girls day at a really nice spa. You'll get a nice lunch, wine, and some great spa treatments, not to mention come out looking like a million dollars.

My bd ...I'll invite my friends.over ..Piano playing having fun is great..By the way it's ur BD and u should decite...But what i wrote is just me...thats my idea.. nothing elgant. have fun and get lots of pizza and beer. everyone can be happy and you can just drum on the table for music. I just turned 21 too!
1)My friends and I got all dressed up and went to a VERY nice restaurant for cocktails. I got to try a sip of everyone's drink, and we had a blast!
2) My friend went wine tasting. The vineyards are beautiful, and wine tastings are usually free. Also, there are limo tours that take you to all the wineries.
