im planning to throw a surprise birthday party for my best friend and its going to be a luau the problem is that is going to be in my apartment and i have a small budget please help to make this memorable for my friend

Answers: Are you really stuck on the Luau idea? I did a luau and it cost me a lot for both decorations and food. However, when I did a mexican fiesta party, it was sooo much cheaper and colorful and people liked the food and drinks better. Sangria is just wine mixed with fruit juice, so it goes along way. Corona, Salsa and dip, tacos. Plus, the decorations are so much cheaper with colorful streamers for a dollar at the dollar store. plant hibiscuses in your yard to give the hawaiian theme. light cheap tiki lamps from walmart or best buy. Since a LUAU is nothing more than a HAWAIIAN PARTY, make it fun. Plastic Leis. Some Hawaiian Music. You can get recipes for LUAU pork on line. Just get a nice roast or ham and make it with some hawaiian sauce. I know they make a "hawaiian BBQ sauce". Not big on Poi. You could put coffee in wall paper paste and get the same taste. Make some cool drinks. Real and Virgin. Blue hawaiians. Mai Tais. Just for a start. Lots of Pineapple and just that ALOHA spirit. If you had a Chimeria *out door fireplace* you could have drinks out by that. If they would let you, do it by the pool. All could be done reasonably and not set your budget back into a national deficit. Mai Tai's with lots o' rum will solve most any problem.
Get some cheap plastic leis, download some Hawaiin music over the internet, bake a pineapple upside-down cake.
Ta-da! For decorations and also paper products (plates, napkins, cups), I'd go to the dollar store.

One thing that's HUGE in Hawaii is spam, that canned ham stuff. In addition to the traditional luau food, you might want to make something out of spam. While it's not luau food, per se, it is something Hawaiian.

Have fun!
