whenever i make sugar cookies, they turn out like biscuits. any suggestions or reasons as to why?

Just bake till they start to turn golden brown around the edges. Don't over blend it.
What recipe are you using?
Do you refrigerate your dough before rolling and baking? hard? You're overcooking them. take them out a little bit earlier and let them sit on the cookie sheet. The residual heat from the pan will cook them so they're not doughy but not so much that they become crispy.
