Can you make a jelly roll cake with just any cake batter?

Some would work, most wouldn't. Many cakes would be too stiff and would crack when you tried too roll them up. Recipes intended for rolled cakes produce cakes that are very flexible, but even then they will crack if even a little overdone.

Genoise is the typical cake for jelly rolls and is mostly eggs whipped to a very light and creamy consistency with sugar. Flour and melted butter are then folded in at the last minute before baking. No leavening is used. The rise comes from trapped air in the egg that expands when heated in the oven. The result is a light, airy and delicate cake that rolls nicely.
