Answers: Over the years, I have decorated halls many times for Mardi Gras. I make most of the decorations, but I can give you a site that has inspired me in many ways. The other 2 sites have some very inexpensive Mardi Gras items. Party City is another place to take a look at. To fill up the hall, and to add ambient light, I made light post similar to the ones you'll see, but mine light up. For the centerpieces, look at the ones that have masks in them. They will convey the theme of the party more than your choice of martini glasses. The drink called the Hurricane is the drink for Mardi Gras.

http://www.orientaltrading.com Tattoos, beads, blow ups etc
http://www.mninternational.com Same as above. Huge party horns, tons of confetti, those ugly neon colored hats, anything glow in the dark would also be cool looking. Christmas lights strung everywhere in multi-colors, strobe light, or heck even an ice sculpture with flashing neon lights under it. Also, make a small float to put in the corner of the facility or something...make some pinatas too! Just a quick tip here, but if you have a Sam's Club they sell tons of mardi gras stuff in bulk at good prices. They are typically scattered everywhere, but you do have to be a member. It is about $40 a year. HAVE FUN! You are going to have a cool party but you should also ask the people you are inviting to wear a purple, gold or green dresses and your party will look so cool. Sweet 16 from me . Hi! my sweet 16 is in Feburary, just a few days after the real mardi gras and I'm doing the same theme. If it was in the budget, i thought it would be really cool to arrive on a float and throw beads and coins and stuff to my guests. I also wanted to do a balloon drop.. and a DJ is a must. I think the best way to just make everything look good would to go crazy with green, gold, and purple everywhere. Glitter too.. it makes everything prettier.

Hope this helps and happy early birthday!
