Answers: why not try a spa theme. you could make homemade facials, play soothing music. another idea is have a makeover party. get some cheap make up, hair accessories etc and have each girls bring an outfit or two then let them take turns making each other over. Don't forget to have a camera so that they can take pics. the best thing to do is ask the birthday girl!
my neice chose a Bratz theme!
How about a harry potter or POC theme? i'd keep it simple
teddy bears,hearts,balloons,glitter,... hats etc. Some cute themes are makeup and dress up, but this may be too young. Another cute idea is a scavenger hunt. For example, a mall scavenger hunt, divide girls into groups and give them each a chaperone and a certain amount of money. The items on the list should be for the brithday girl. If you wan to do a scary theme, just modify the scavenger hunt and make it spookier.

Hope this helps! What about a "Favorite Batman Villain" dress-up party. Invitations could say come dressed as a Batman foe. You could have a "screening" of a Batman movie or even get some DVDs of the old batman TV series and show them. The 12 year olds would love them. You could serve Batman themed snacks like Hot Bat Wings (buffalo wings), Cat Woman Meow Mix (party mix), KaPow punch (party punch), King Tut's Golden Nuggets (candy corn), Caped Crusader cup cakes or cake, Mr. Freeze Frozen Dessert (ice cream), etc. High school musical my cuz chose a barbie girl party but i htink bratz would be a good one wor winnie the pooh..depends on what kind of things does the twelve year old likes.
