You're trying to plan something elaborate in less than a week, so I'm thinking you need to scale some things back a bit. Have you asked your mom about having a party? If not, you need to, since its her house (gay and stupid and all) and see if she can help you plan something nice. If that doesn't work, how about asking a good friend if she will help you plan a party at her house (parents permission of course!). If all else fails, have a slumber party with your bestest buds and plan for next year!

How about a roller skating party if you have a nearby rink?

Have it at a laser tag arena. Or have it at a park under one of their shelter areas.

why don't you go to a park or lake or beach near your house?
and have a picnic style party.

bring a lot of finger foods ( hotdog, hamburger, sandwich, chicken finger, corndog, french fries, fish stick, fruits, vegetables)
and drinks ( make sure you put them in freezer before you go out)

then you guys can play games, rollerblading, take a stroll, talk. whatever you want.

if you are short of money, make it a potluck.

Video games, bowling, go-kart racing, movies.

do you have a garage or a basement ?

maybe try cleaning/fixing either one up a little bit and have it there.
with your parents permission ofcourse.

I recently wrote a blog on ideas for teen parties. Places to go. Check it out. Or can you have your party at a friend's house?
