Simple and easy....pizza and tons of it, followed by make your own ice cream sundaes complete with TONS of toppings, whipped cream hot fudge, chocolate sauce, brownies pieces, oreos, cherries, etc.....so that's the food part down.
Next you need music and lots of it. If you have a subscription to a music service you can really load up a playlist and set it up to have fast music or slow music and pick what order, etc.... we use Rhapsody and even if you only subscribe to it for one month ($15 or so), it'd be worth it to never have to use CDs or worry about lineups because it is super easy to get a playlist going.
If you like balloons, that is fairly inexpensive to decorate. Hit the dollar stores and see what you like...party city has tons and tons of interesting decorations too :) Good luck!

here's a few ideas:

"Grease"-ers
Perfect for a co-ed birthday party, have a '50s style sock-hop. Ask if you can rent out your local high-school's gym or your apartment's rec room for this old-time rock and roll party. Ask kids to dress the part, play songs from the soundtrack as well as other classic '50s tunes, and serve diner-style burgers and milk shakes for food. Hand out sunglasses or hair combs as favors.

Hawaiian Luau
This is a party theme that can be carried out inexpensively, and is lots of fun. Go to your library and get CDs of old-fashioned Hawaiin music. Decorate the space with streamers and fresh flowers. Serve fruits like pineapples and oranges with sweet dipping sauces, and make a huge bowl of fruity punch. Give each teenager a lei and have them compete in limbo contests and ring toss. Allow them to float away in a tropical dreamland.

Cinderella's Ball
In a quinceanera-style celebration, celebrate your sweet 16 in a fairy wonderland. If it's possible, ask guests to wear formal attire, and drink sparkling grape juice out of plastic champagne flutes. Serve playful "grown-up" foods like petit fours and finger sandwiches.

Aww! My sweet 30th is coming up soon. I'll be a balding, middle-aged man who IS NOT a bunch of teenage girls assuming a pseudonym on Yahoo Answers.
You should serve boneless buffalo wings. Everyone's favorite appetizer.
As for the main dish (le plat principal, as they say in France), I would recommend pizza and breadsticks. Timeless and classic.

What about An "Absolute white party" like Pdiddy everyone dresses in white then where ever your party might be turn it into a hip club with black lights

well my favorite color is purple and my sweet 16 is gonna pink and purple so i think you should do purple and silver . music it mainly depends on whaty type of crowdyour trying to entertain. Food just get something that everybody normally eats nothing to complex
