Well of COURSE gum drop trees.

It would also be cute if there was a little farm house and in the back there be a "garden" of candy corns(maybe growing from tootsie rolls?)

You could also use those little sour patch kids as people and have them doing misc things around the city.

a grave yard would also be cute. You could use hershey squares and use a little tiny pin to carve in inscriptions.

There could be a little "stream" with swedish fish swimming around it.
(water can be blue seran wrap)

Hope you like my ideas :)

trees ,a brick road,animals,snow,street lights.

for the whole halloween aspect, giant spiders would be easy with M&M's and icing. you could put them on the top of houses and such.
pumpkins are good b/c the pumpkin candies.
and for roads or chimney bricks, candy corn is good in an alternating pattern.
pretzels and pretzel sticks can be glued together with icing to make trees and fences. pretzels are alson good windows.
hershey's bars make nice window shutters and doors.
kitkats are functional as well.
Good luck! Bet it'll look spectacular! ("spook"tacular!)

make it like nightmare before Xmas

make a stream or lake using Jello.

Easily make different houses using big chocolate bars Crunch bars for the roofs, Plain Nestle chocolate bars on the sides, KitKats might make nice fences.

Marsh-mellows! can always be used to hold these together, just melt them and use as bricks/ foundations.
