Have you thought about looking for the paper or plastic bag makers and the box makers. That is if you need a lot of them and are going to be the next amous.
wholesale supply houses will sell in small lots but the cost if a lot more.
If you live in an area where there a rather lare number of people then there probably will be a distributer available. Ask stores where you shop where you can buy bags and boxes.
Do you mean the decorative type one that you would use to give them as gifts?
If so, I find a nice selection at dollar stores, like Dollar Tree. Also try Michaels, or a good craft/hobby store, or a big dept type store like walmart, that has cake and candy supplies.

Oriental trading.com & current.com both have catalogs you can look at and are available online. THey both have decorative boxes and bags for a good price.
ebay maybe? walmart.com? I'm not really sure of any sites that sell sheap cookies boxes
