You need to check with your states Alcholol Beverage commision, most states only require you be 18 to serve, but almost all require you to obtain a license of some sort.

i guess if its 21 in VA, u have to wait till you are 21.....im 19 and a bartender but thats becausein PA you only have to be 18 to serve, but most states its 21
