How about a cookie centerpiece? I found a nice one at the website below, just by entering the word "tools" You could scale it down to cut costs or even make them homemade and put in containers that resemble toolboxes.
if it has to be 'construction based' theme, you could construct little buildings out of poster board or card board and decorate them like they would for the holidays, and if you are not crafty, go buy the little models for buildings they have for model train sets etc etc glue them together paint and decorate them raffle them off as gifts or give away for door prizes
I do like the idea of little Christmas houses as centerpieces, maybe ginger bread houses? or what about flowers like poinsettias in different colors with some glitter spray on them. maybe little pine trees with ornaments on them for some festive fragrance at the tables. you could paint hammers in red and green for party favors for each guest!
Use toy trucks, heavy equipment, etc. as a base for the floral and pine arrangements.
